SipCLI este un agent de utilizator SIP (Session Initiation Protocol) care rulează sub Windows (Vista, Windows 7/8/10, 2008-2016 Server), ceea ce permite efectuarea apelurilor bazate pe SIP (Based on RFC 3261). Puteți să redați un fișier de valori încorporat sau specificat de utilizator la un punct final SIP (G.711 A-Law și Mu-Law numai; alte codecuri nu sunt acceptate pentru redare). Sipcli poate citi, de asemenea, un mesaj text specificat cu opțiunea -t și trimite un mesaj text cu opțiunea -m. Sipcli utilizează motorul TTS al Microsoft pentru a produce audio din text.
